ADR-0016 — INFLUENCEMAP + CA100PLUS source scoping
Status: accepted (chat session cycle 12, 2026-05-22). Context: cycle 12 source-catalogue build-out.
Decision
1. The two sources overlap by design and are NOT two independent scored seeds. InfluenceMap's LobbyMap analysis is a named input to the CA100+ Net Zero Company Benchmark (InfluenceMap is a CA100+ data partner). Compiling both as independent scored seeds would double-count. Therefore: - INFLUENCEMAP = the scored seed. Scored field = LobbyMap Organization Score / Performance Band (Measure A). - CA100PLUS = a light flag/membership layer. Focus-company y/n + disclosure indicator (Measure B) + qualitative note. Cross-referenced to INFLUENCEMAP, not independently scored into the composite.
2. Two distinct InfluenceMap numbers exist per company; they measure different things and must not be conflated. - Measure A — LobbyMap real-world engagement alignment. Organization Score (direct) + Relationship Score (industry-association links) → Overall Rating → one of 20 Performance Bands (A+ 95-100% ... E- 25-30%; <25% = 'F'). >75% (A+ to B) = broad support for science-aligned policy; <50% (D to F) = increasingly obstructive. Engagement Intensity (0-100) is a separate stance-independent activity measure. This is the scored-seed field. - Measure B — CA100+ disclosure indicator. Accuracy of the company's own reporting on its engagement. On the live LobbyMap profile this renders as a categorical indicator (Yes / Partial / No), drawn from the Global Standard on Responsible Climate Lobbying — NOT the 0-100 / 14-criteria number seen in older SEC-quoted forms. This is a CA100+ flag-layer attribute only — it must NOT be substituted into the INFLUENCEMAP scored field.
Rationale for (2): substituting Measure B for Measure A would silently change the INFLUENCEMAP signal's meaning from "how aligned is the lobbying" to "how well does the company report it." Logged as the 4th confirmed source-instrument continuity finding.
3. CA100+ NZ Company Benchmark produces no overall score (per-indicator Yes/Partial/No). The only CA100+ number is the disclosure indicator, which on the live profile is itself categorical.
Scope / universe overlap
CA100+ focus list ~165 largest emitters. Overlap with our universe + cycle-15 targets is THIN — 6 names: Caterpillar [INST-0007], NextEra [c15b], Iberdrola [c15b], National Grid [c15c], Nestlé [c15b], Berkshire Hathaway [c15d]. Remaining ~159 are outside-universe. Caterpillar is in CA100+ but not FOREST500 — confirms the instruments are genuinely different.
Acquisition (12a + 12b)
12a (chat): CA100PLUS flags + qualitative notes, all 6 names. 12b (Claude-in-Chrome browser pass, 2026-05-22): Measure A captured in full for all 6, cross-checked between the LobbyMapScores DOM table (1400 rows) and individual profiles (consistent). LobbyMapScores has no file export — the rendered table and profiles are browser-readable.

Consequences
- 13 (coverage assessment) can now count INFLUENCEMAP score signals for the current universe + c15 overlap. 12 → 13 → 14 unblocked.
- Wider-universe LobbyMap scores (c15 names beyond the 6) extractable via a future Chrome pass over the table; not Phase-1-close blocking.
